Ford / FIESTA V 1.4 TDCi year 2008 engine does not start

I would like to report the case of a Ford / FIESTA V (JH_) / 1.4 TDCi engine not starting.
Problem that arose after disassembly and assembly to change the starter motor during which the protection fuse blew due to a short circuit on the starter motor wiring.
in engine ecu diagnosis there is error p0003 fuel volume adjustment.
The motor turns but the engine does not start. had the power supply and fuses checked and changed fuses that were blown.
The car would not start.
Problem Solution
I had the connections of the flow regulator and pressure regulator mounted on the high-pressure pump disconnected to check if the 12 volt supplies were present. I suspected a problem with one of these components.
Everything was regular, i.e. we had 12 volts at both the flow regulator and pressure regulator connectors.
At the end of the test after reattaching the connectors and clearing the error, the machine restarted.
